It is recommended to develop a transformation plan according to the approach shown in the IEA DHC Annex TS5 handbook – Guidebook for the Integration of Renewable Energy Sources into Existing District Heating and Cooling Systems, final report, published by AGFW-Project Company, 2025 (referred to as “TS5-Guidebook” in the following).
The figure below shows the recommended process for the development of DHC transformation plans.
Based on the process flow for the development of DH transformation plans described in TS5-Guidebook, the step-by-step instructions and sequence presented below are recommended. The entire process (Steps 1 to 9 as shown below) should be viewed as an iterative process, whereby the (individual) steps should be repeated regularly and any necessary adjustments made to reflect possible changes in the framework conditions.
